Public Policy Studies

The Public Policy program at the CEU Center for Policy Studies is designed to enhance the art of governance and evidence-based policymaking while connecting critical thinking with problem-solving dynamics and policy practice. Taught by members of the university and visiting faculty, the program is an opportunity to apply contemporary theories of public policy to real life problems, especially those confronting post-socialist countries and other emerging democracies.  The program offers three major specializations: Decentralized Governance Stream where the students analyze worldwide trends in fiscal decentralization, expenditure responsibilities and revenue authority; the design of various forms of central to sub-national transfers and local own-source revenues; credit-worthiness and the financial risks of local authorities; budgeting and local public management. International Public Policy Stream with the focus on Globalization and Public Policy, International Policy Practice, Policy-making in the European Union. And finally, Media, Information and Telecommunications Policy Stream designed to provide an understanding of the institutional framework for telecommunications, information policy and media decision-making process with a special emphasis on the policy formulation and improvement of regulatory process in emerging democracies. Selected Areas of Research

Research areas for the Department of Pub9ic Policy include: European public policy and EU governance; public finance; fiscal decentralization; media and telecommunications policy; and higher education policy. A particular focus on issues related to policy learning and the development of decision-making processes in different governance settings cuts across individual projects. The department and its members are part of a number of key European Union-funded networks of excellence and integrated projects such as CONNEX, RECON, RECWOWE and GARNET. The composition of the faculty reflects the department's mission to bridge policy and practice.
